📌 KET 223

A vehicle participating in traffic must comply with the established technical requirements applied during the mandatory technical inspection in the Republic of Lithuania.

📌 KET 224

In the Republic of Lithuania, only technically sound motor vehicles and trailers are permitted to participate in public traffic, with the exceptions specified in the Rules. For one day, motor vehicles and trailers marked with temporary registration plates whose owners (holders) have taken out compulsory insurance and paid the taxes established by the state related to the vehicle or its participation in public traffic are permitted to participate in public traffic in the manner established and only in the territory of the Republic of Lithuania.

Every motor vehicle, tractor, self-propelled machine and trailer must bear the registration plates assigned to it during registration, attached vertically in the place designated for them.

📌 KET 226

Motor vehicles and trailers duly registered are permitted to participate in public traffic in the Republic of Lithuania if their mandatory technical inspection has been carried out and is valid (including vehicles holding permission to travel to a vehicle technical inspection company to undergo mandatory technical inspection) and whose holders have taken out compulsory insurance and paid the taxes established by the state related to the vehicle or its participation in public traffic.

The required technical condition, registration, and compulsory insurance of motor vehicles and trailers participating in public traffic are ensured by the vehicle holder.

📌 KET 228

It is prohibited to drive on roads with an asphalt or concrete surface with vehicles with tracked chassis, except for vehicles whose tracks are fitted with protective pads or whose tracks are made of rubber and do not damage the asphalt or concrete surface.

📌 KET 229

From April 10 to October 31, it is prohibited to operate vehicles with studded tires. In the warm season, it is recommended to operate vehicles with summer tires. If winter conditions persist, the use of studded tires may be extended by order of the Minister of Transport and Communications.

📌 KET 230

From November 10 to March 31, it is prohibited to operate motor vehicles, except for mopeds, motorcycles, tricycles, and all types of quadricycles, and trailers with summer tires. Mopeds, motorcycles, tricycles, and all types of quadricycles are prohibited from being operated with summer tires in December–February, and also in March–November if at least part of the carriageway being traveled on is covered with snow or ice.

📌 KET 231

A motor vehicle participating in traffic (except a moped or motorcycle without a trailer), tractor, or self-propelled machine must carry an emergency stop sign and the number of fire extinguishers and first aid kits established by the technical requirements for motor vehicles and their trailers. Every motor vehicle, tractor, or self-propelled machine participating in traffic must carry a high-visibility vest with reflective elements.

Every vehicle participating in traffic whose construction provides for seat belts (where attachment points exist) must be equipped with seat belts.

📌 KET 233

It is prohibited to install devices and items in a vehicle that interfere with speed measurement.

📌 KET 234

It is prohibited to drive a motor vehicle, tractor or self-propelled machine if:234.1. the main brake does not work (the driver cannot stop the vehicle with it);234.2. the steering mechanism does not work (the driver cannot control the vehicle with it);234.3. the coupling device between the vehicle and trailer is defective;234.4. the windshield wiper on the driver's side does not work when it is raining, snowing, or foggy;234.5. during the dark hours of the day or in poor visibility, neither headlight (low beam, fog light) on the front left is working, and if at least one rear position light is broken and the hazard warning signals do not work (are not switched on) or there is no emergency stop sign attached to the rear of the vehicle.

Drivers of motor vehicles, tractors and self-propelled machines must ensure that their vehicles do not exceed the noise level established in legal acts.
