How hard is the Regitra theory exam?
Regitra's statistics show a clear trend: an ever-smaller share of candidates passes the category B theory exam on the first attempt. In 2017, 57.08% passed first try β in 2025, only 38.3%. That is the worst result in the entire published 2015β2025 statistics. In other words, fewer than 4 people out of 10 now pass the theory exam on the first attempt.

Interestingly, the exam has not formally become a near-perfect-score test β for category B it is still enough to score 80%, i.e. answer at least 24 of 30 questions correctly. But the exam tests more than memorising KET clauses: candidates must apply the rules to a specific traffic situation, assess risk and understand the consequences of other road users' actions.
That is why it pays to aim higher than the minimum 80%. If you keep scoring 80β83% in practice tests, one trickier situation or one carelessly read question can decide the real exam. It is far safer to go when you consistently score around 90% or more across different tests.
How to pass the KET theory first try?
The biggest mistake is simply grinding through tests and memorising answers. In the real Regitra exam what matters is understanding why one answer is right and another is not. Regitra states directly that the exam assesses not only whether you remember a rule, but whether you can apply it in a specific situation and recognise potential danger.
After each test, focus on the questions you got wrong rather than the ones you got right. If you keep failing on intersections, priority rules or road signs, there is little benefit in re-taking the whole test ten more times. Go back to the specific topic in the KET theory, understand the rule, and only then test again.
In the days before the exam, practise under real Regitra conditions: 30 questions in 30 minutes, no extra materials, no returning to theory after every question. The goal is not one lucky good score, but passing several tests in a row with confidence β start with the free KET tests.
And one more tip β study more than signs and numbers. The Regitra exam covers driving risks, priority rules, manoeuvring, stopping and parking, choosing your speed, light signals, traffic accidents, vehicle condition, road markings, traffic lights and many other topics that matter in real traffic.
What does the Regitra theory exam look like?
The category B theory exam consists of 30 questions with 30 minutes to answer. You pass with at least 80% correct β a minimum of 24 correct answers, i.e. no more than 6 mistakes.
Other categories have a larger exam: the A-category group adds 5 specific questions to the 30 general ones, and the C, D and T groups add 10 extra questions each. Exam time grows accordingly: you get as many minutes as there are questions.
The questions go beyond the traffic rules themselves. The exam tests risk perception, road behaviour, right of way, manoeuvres, road signs and markings, traffic lights, safe driving, reacting to critical situations, the environment and basic vehicle knowledge. It is more accurate to call it a test of understanding traffic than a KET memory quiz.
By the way, the theory exam can currently be taken in Lithuanian, English, Polish, Spanish, French, German or Ukrainian.
What do you need to take the theory exam at Regitra?
To take the theory exam you need a valid identity document, a valid driver's medical certificate and a first-aid training certificate. Regitra usually sees the electronic medical certificate in its system, but the first-aid certificate must be held according to Regitra's procedure.
A permanent-residence requirement also applies. As a rule, exams in Lithuania may be taken by a person whose permanent residence is in Lithuania β the basic rule is at least 185 days per calendar year. If residence has been declared for less time, in certain cases you can submit documents proving personal or work ties with Lithuania.
If you study at a driving school, you can complete both theory and practical courses there and then take the exams at Regitra. Before the practical exam, the school must transmit information about your completed training to Regitra.
If you study theory on your own, a driving-school theory course is not mandatory for category B. Self-study is available for AM, A1, A2, A, B1 and B candidates. One important distinction: self-studying theory does not let you skip driving school entirely β before the category B practical exam you must still have completed the mandatory practical driving training at a driving school.
The category B theory exam can be taken from age 17; the right to drive a category B vehicle is granted from 18.
What happens after you pass the theory exam?
Your result is registered in Regitra's system and remains valid until you pass the practical exam β but no longer than one year. This deadline matters: if you fail to pass the practical exam within a year, you will have to retake the theory.
You register for the practical exam online via Regitra's Drivers' portal or at a branch. Before you arrive, your driving school must have transmitted the data about your completed practical training; the category B practical exam can be taken from age 18. Bring an identity document, a valid medical certificate and, if a driving licence was issued to you before, that as well.
After passing theory you don't have to limit yourself to instructor lessons β a category B candidate may additionally practise driving with a family member who meets the requirements. That can be very useful for gaining more real driving experience before the practical exam.
In the practical exam itself you may make no more than 8 non-critical mistakes, but not a single critical or specific repeated mistake. If you fail, you can retake it no earlier than after 7 calendar days. Once you pass, all that remains is ordering your driving licence β a positive practical result is valid for that for one year.
