Driving a bicycle on the carriageway is permitted for persons not younger than 14 years of age; for persons who have completed the training course established by the Ministry of Education, Science and Sport of the Republic of Lithuania and hold a school-issued certificate – for persons not younger than 12 years of age. Under the supervision of an adult, driving a bicycle on the carriageway is permitted for persons not younger than 8 years of age. In residential zones, the age of bicycle riders is not restricted.
A bicycle rider is permitted to ride on the road only with a bicycle that has functional brakes and a sound signal. The rear of the bicycle must have a red light reflector or a red light lamp; both sides – orange light reflectors attached to the wheel spokes. When riding on the carriageway, the bicycle rider must wear a high-visibility vest with reflective elements, or a white light lamp must be lit at the front of the bicycle and a red light lamp at the rear. When riding on the road during the dark hours of the day or in poor visibility, a white light lamp must be lit at the front of the bicycle and a red light lamp at the rear, and the bicycle rider must wear a high-visibility vest with reflective elements. A bicycle rider (passenger) under 18 years of age, when riding (being transported) on the road, must wear a fastened cyclist's helmet. For persons over 18 years of age riding on the road, it is recommended to wear a fastened cyclist's helmet.
Riding a bicycle is permitted only on bicycle paths, pedestrian and bicycle paths, or bicycle lanes; where these are absent – on a suitable (asphalt or concrete-surfaced) road shoulder. When there is no bicycle path, pedestrian and bicycle path on the road, or no bicycle lane or shoulder on the right side of the road, as well as in cases where riding on them is impossible (potholes, etc.), it is permitted to ride on the sidewalk or in single file along the rightmost lane of the carriageway, as close as possible to its right edge, except as set out in paragraph 106 of the Rules, when it is necessary to go around an obstacle, or to drive straight when only right turns are allowed from the first lane. When riding along the shoulder, pedestrian and bicycle path, or sidewalk, the bicycle rider must give way to pedestrians, must not obstruct them or endanger them, and may pass closely by a pedestrian at a speed close to walking speed (3–7 km/h), leaving a sufficient lateral distance for traffic to be safe.
- Before turning right, left, or turning around (except for turning at an intersection with circular traffic), the driver must in advance move close to the corresponding edge of the carriageway intended for travel in that direction. Road signs and (or) horizontal road markings may modify this requirement.
When a bicycle rider riding on the carriageway needs to turn left, turn around, or cross to the other side of the road, it is recommended that they get off the bicycle and cross the carriageway walking alongside the bicycle, if traffic conditions so require.
A bicycle rider, when approaching a place where they need to cross the carriageway, must in all cases reduce their speed and may continue only after making sure that it is safe to ride.
A bicycle rider intending to cross the carriageway where traffic is not regulated or where there are no road signs establishing priority must give way to vehicles traveling on the carriageway, except in cases where they cross exits from territories located next to the road, a residential zone, a yard, a parking area, or when they cross a carriageway into which other drivers are turning.
On a bicycle path or bicycle lane, the bicycle rider must ride as close as possible to the right edge of the path or lane. If, on a pedestrian and bicycle path or sidewalk, a part of the path (sidewalk) intended for bicycle traffic is marked with horizontal road markings (a bicycle symbol), the bicycle rider must ride only on this part and as close as possible to its right edge.
In places where traffic is regulated by traffic lights, bicycle riders must obey traffic lights with a bicycle symbol; where these are absent – the signals of vehicle traffic lights.
Bicycle riders are prohibited from:
64.1. riding on the carriageway, except in cases established by the Rules;
64.2. riding on motorways and expressways;
64.3. riding without holding the handlebars with at least one hand;
64.4. carrying passengers if there are no special seating places provided;
64.5. carrying, towing or pushing cargo that interferes with driving or endangers other road users;
64.6. being towed by other vehicles;
64.7. towing other vehicles, except trailers intended for this purpose;
64.8. riding while holding onto other vehicles;
64.9. crossing the carriageway by riding through pedestrian crossings.
An organized group of cyclists may ride on the carriageway.
The requirements established in the Rules for bicycle riders, road signs and road markings also apply to motorized bicycle riders.
