Requirements for Electric Micro-Mobility Vehicle Riders

Riding an electric micro-mobility vehicle on bicycle paths, bicycle lanes, road shoulders, the carriageway, and in a residential zone is permitted for persons not younger than 16 years of age; for persons not younger than 14 years of age – only those who have completed the training course established by the Ministry of Education, Science and Sport and hold a school-issued certificate. In the courtyard of a residential building, the age of persons riding an electric micro-mobility vehicle is not restricted, but persons younger than 10 years of age must be supervised by an adult.
It is permitted to ride only an electric micro-mobility vehicle that has a functional brake and sound signal, a white light lamp at the front and a red light lamp at the rear, as well as orange reflective elements on both sides. When riding on the carriageway, the rider of the electric micro-mobility vehicle must wear a high-visibility vest with reflective elements, or a white light lamp must be lit at the front of this device and a red light lamp at the rear. When riding on the road during the dark hours of the day or in poor visibility, a white light lamp must be lit at the front of the electric micro-mobility vehicle and a red light lamp at the rear, and the rider must wear a high-visibility vest with reflective elements. Riders of electric micro-mobility vehicles younger than 18 years of age, when riding on the road, must wear a fastened cyclist's, skateboarder's or motorcyclist's helmet. For riders of electric micro-mobility vehicles over 18 years of age riding on the road, wearing a fastened cyclist's, skateboarder's or motorcyclist's helmet is recommended; for those riding on the carriageway, it is mandatory. Riders of electric micro-mobility vehicles are also recommended to use body protection equipment (for example, elbow and knee guards, etc.).
Riding an electric micro-mobility vehicle is permitted only on bicycle paths, pedestrian and bicycle paths, or bicycle lanes; where these are absent – on a suitable (asphalt or concrete-surfaced) road shoulder. When there is no bicycle path, pedestrian and bicycle path on the road, or no bicycle lane or shoulder on the right side of the road, and in cases where riding on them is impossible (potholes, etc.), it is permitted to ride on the sidewalk or in single file along the rightmost lane of the carriageway, as close as possible to its right edge, except as set out in paragraph 106 of the Rules, when it is necessary to go around an obstacle, or to drive straight when only right turns are allowed from the first lane. When riding along the shoulder, pedestrian and bicycle path, or sidewalk, the rider of the electric micro-mobility vehicle must give way to pedestrians, must not obstruct them or endanger them, and may pass closely by a pedestrian at a speed close to walking speed, leaving a sufficient lateral distance for traffic to be safe.
When a rider of an electric micro-mobility vehicle riding on the carriageway needs to turn left, turn around, or cross to the other side of the road, it is recommended that they get off the electric micro-mobility vehicle and cross the carriageway either walking alongside or carrying the electric micro-mobility vehicle, if traffic conditions so require.
A rider of an electric micro-mobility vehicle, when approaching a place where they need to cross the carriageway, must in all cases reduce their speed and may continue only after making sure that it is safe to ride.
A rider of an electric micro-mobility vehicle intending to cross the carriageway where traffic is not regulated or where there are no road signs establishing priority must give way to vehicles traveling on the carriageway, except in cases where they cross exits from territories located next to the road, a residential zone, a yard, a parking area, or when they cross a carriageway into which other drivers are turning.
When riding on a bicycle path, riders of electric micro-mobility vehicles must ride as close as possible to the right edge of this path (or the part of the path intended for them). If, on a pedestrian and bicycle path or sidewalk, a part of this path or sidewalk intended for bicycle traffic is marked with marking lines (a white bicycle symbol), riders of electric micro-mobility vehicles must ride only on this part and as close as possible to its right edge.
In places where traffic is regulated by traffic lights, riders of electric micro-mobility vehicles must obey traffic lights with a bicycle symbol; where these are absent – the signals of vehicle traffic lights.
Riders of electric micro-mobility vehicles are prohibited from:
- riding on sidewalks in places designated by the municipal council or a person authorized by it;
- riding on pedestrian paths;
- riding on the carriageway, except in cases set out in paragraph 663 of the Rules;
- riding on motorways and expressways;
- crossing the carriageway by riding through pedestrian crossings;
- carrying passengers;
- crossing the road in places not adapted for this purpose;
- riding without holding the handlebars (if installed) with at least one hand;
- carrying, towing or pushing cargo that interferes with driving or endangers other road users;
- allowing their electric micro-mobility vehicle to be towed by another vehicle;
- towing another vehicle;
- riding while holding onto another vehicle;
- riding at a speed greater than 20 km/h, and when riding on a pedestrian and bicycle path, road shoulder or sidewalk closely past a pedestrian – at a speed greater than 7 km/h.
An electric micro-mobility vehicle, or a vehicle similar in construction to a motorized bicycle, whose maximum useful power exceeds 1 kW and (or) whose maximum design speed exceeds 25 km/h and which cannot be classified as an electric micro-mobility vehicle or motorized bicycle, is permitted to participate in public traffic only if all procedures mandatory for motor vehicles have been completed (conformity assessment, registration, mandatory technical inspection, valid compulsory civil liability insurance of the vehicle owner), and the driver of this vehicle complies with the requirements established for motor vehicle drivers in the Law on Road Traffic Safety and the Rules.
