Drivers' Duties Toward Pedestrians

This page presents the official Lithuanian Road Traffic Rules (KET) on the topic of "drivers' duties toward pedestrians", valid throughout the Republic of Lithuania under the 2026 rules. 📚 Detailed rules

📌 KET 27

When entering a road from territories located next to it, or when leaving the road into territories located next to it, the driver must let pass a pedestrian whose direction of movement they are crossing; when turning right or left at intersections – any pedestrian who has stepped into, is stepping into, or is standing just before any lane in their direction of travel (the edge of the carriageway) and waiting for the opportunity to step in. When turning onto a road with one lane in each direction, the driver must let pass any pedestrian who has stepped into, is stepping into, or is standing just before any lane (the edge of the carriageway) and waiting for the opportunity to step in. In all cases, the driver must give way to a pedestrian when reversing.

📌 KET 28

At a regulated intersection or pedestrian crossing, when the traffic light or controller signals permit driving, the driver must give way to a pedestrian who has not managed to cross the carriageway and who entered it when the permitting signal was on.

📌 KET 29

If the traffic light or controller signals prohibit driving, the driver must stop before the road sign "Stop line" and (or) the "Stop" line, the traffic light; if these are absent – before the regulated pedestrian crossing. Drivers who could only stop at the indicated places by braking sharply when the yellow traffic light signal (or one in the form of a horizontal white bar) lights up or when the controller raises their hand are permitted to continue driving.

📌 KET 30

When approaching an unregulated pedestrian crossing, the driver must reduce speed or stop before the pedestrian crossing, in order to let pass any pedestrian who has stepped into, is stepping into, or is standing just before any lane (the edge of the carriageway) and waiting for the opportunity to step in onto any lane in their direction of travel; on roads with one lane in each direction – onto any lane on the crossing. Drivers of vehicles must take additional precautions during the dark hours of the day, in poor visibility or in cases where the pedestrian crossing is not clearly visible from the driver's seat, and must make sure that there are no pedestrians at the pedestrian crossing whom they should let pass.

📌 KET 31

If a vehicle has stopped before a pedestrian crossing, the driver traveling in the same direction must stop and start driving again only after making sure that there is no pedestrian on the crossing whom they could obstruct or endanger. If a vehicle has slowed down before a pedestrian crossing, the driver traveling in the same direction must reduce speed or stop and start driving again only after making sure that there is no pedestrian on the crossing whom they could obstruct or endanger.

📌 KET 32

The driver is prohibited from entering a pedestrian crossing until the pedestrians who must be allowed to pass have left the lane the driver is occupying, as well as if there is an obstacle (congestion, etc.) beyond the crossing that would require the vehicle to be stopped.

📌 KET 34

When approaching a stopped vehicle bearing distinguishing marks for transporting children and with switched-on hazard warning signals, or a stopped school bus with switched-on flashing orange warning lights, the driver must reduce speed and, if necessary, stop in order to let pass children and the person accompanying them.

📌 KET 35

Everywhere (even outside a pedestrian crossing), the driver must let pass a person with visual impairments signaling with a white cane, or a person with a disability crossing the road in a wheelchair for persons with disabilities.
