Duties and Requirements for Vehicle Drivers

It is prohibited to drive a vehicle for persons who do not have this right, as well as for persons who are not sober, who are under the influence of narcotic, psychotropic or other psychoactive substances, or who have not taken the mandatory daily rest established by legal acts. Driving is also prohibited when ill or tired, if doing so may endanger traffic safety, and it is prohibited to allow the vehicle to be driven by persons affected by at least one of the factors listed above or who do not have the right to drive that vehicle. When driving a vehicle, the driver must comply with the conditions specified in the driver's license.
It is prohibited to drive a technically defective vehicle that does not meet the technical requirements applicable to vehicles (hereinafter – technical requirements). Before starting to drive, the driver of a motor vehicle, tractor or self-propelled machine must ensure that the vehicle is in good working order, that it contains a first aid kit, fire safety equipment, an emergency stop marker, and other equipment required for the respective type of vehicle, and must also monitor the technical condition of the vehicle during the journey. If a moving vehicle breaks down and, as a result, no longer meets the technical requirements, and the breakdown cannot be repaired, the driver, taking necessary precautions, may drive to a parking or repair location, except as set out in paragraph 234 of the Rules.
- It is prohibited to drive a motor vehicle, tractor or self-propelled machine if:
234.1. the main brake does not work (the driver cannot stop the vehicle with it);
234.2. the steering mechanism does not work (the driver cannot control the vehicle with it);
234.3. the coupling device between the vehicle and trailer is defective;
234.4. the windshield wiper on the driver's side does not work when it is raining, snowing, or foggy;
234.5. during the dark hours of the day or in poor visibility, neither headlight (low beam, fog light) on the front left is working, and if at least one rear position light is broken and the hazard warning signals do not work (are not switched on) or there is no emergency stop sign attached to the rear of the vehicle.
When stopped by an inspecting official, the driver of a vehicle must stop it. The driver of a motor vehicle, tractor or self-propelled machine must carry and, upon the request of an inspecting official, present a valid driver's license or document certifying the right to drive tractors and/or self-propelled machines or tactical and logistical vehicles classified as military equipment, or combinations of such vehicles with trailers, the vehicle registration documents, the documents of mandatory technical inspection of vehicles (hereinafter – mandatory technical inspection), the report of the most recent technical inspection of vehicles of classes M2, M3, N2, N3, O3, O4 and wheeled tractors of categories T1b, T2b, T3b, T4.1b, T4.2b, T4.3b, T5, the certificate (policy) of compulsory civil liability insurance of vehicle owners (hereinafter – compulsory insurance), and other documents established by the laws of the Republic of Lithuania and the Rules (with the exception of cases referred to in the Republic of Lithuania Law on Road Traffic Safety where the driver of a motor vehicle or its combination with a trailer is not required to carry the relevant documents), and must also allow them to check the readings of the devices authorized to determine driving and rest times. The driver must hand over the documents to the inspecting official without getting out of the vehicle. The driver is permitted to get out of the vehicle only with the inspecting official's permission.
Upon the request of a police officer, the driver must allow themselves to be checked, in the manner established by the Government of the Republic of Lithuania, for whether they are intoxicated or under the influence of narcotic, psychotropic or other psychoactive substances.
The driver must take all necessary measures to ensure their own safety, the safety of passengers and cargo during the journey. The driver is prohibited from driving (continuing to drive) if there are (or have arisen during the journey) violations of the rules for transporting passengers (cargo) that endanger people and the environment, until they have been remedied.
A moped, motorcycle, tricycle, as well as a light quadricycle, quadricycle, powerful quadricycle, heavy quadricycle and a T3b category wheeled tractor that is manufactured on the basis of a quadricycle design and has no body (cabin) (hereinafter – all types of quadricycles), must be driven with both hands (except in cases where a signal is given by hand).
While a vehicle is in public traffic (except when the vehicle is parked), drivers are prohibited from using mobile communication devices if they are used by hand, with the exception of operating mobile communication devices using hands-free equipment, when the mobile communication device is mounted in a special holder, or using the vehicle's equipment. Drivers of vehicles must avoid any actions unrelated to driving the vehicle.
The driver of a motor vehicle, tractor or self-propelled machine must be able to provide first aid to persons injured in a traffic accident.
The driver of a motor vehicle, tractor, self-propelled machine and their combinations with a trailer, when stopped during the dark hours of the day on an unlit road or in poor visibility, except in designated parking areas, must, when getting out of (off) the vehicle, wear a high-visibility vest with reflective elements.
Drivers are prohibited from driving vehicles in illegally organized vehicle races.
Drivers of vehicles must take additional precautions when there are children or persons with disabilities on the road.
Drivers of vehicles, while participating in public traffic, must ensure that the work equipment or other equipment installed on the vehicle does not cover the external lighting devices, light reflectors, registration plate, distinguishing marks and signals given, and that additional lights intended to illuminate the work area next to the vehicle are switched off.
Drivers of vehicles are prohibited from cutting in between vehicles being driven by a student who is learning to drive a moped, motorcycle, tricycle, or any type of quadricycle, and the driving instructor accompanying them. During training, the student must wear a high-visibility vest with reflective elements and the distinguishing mark "M" on the front and back of the vest. The driving instructor accompanying the student by motorcycle must wear a similar vest, only with the inscription "DRIVING INSTRUCTOR". If the driving instructor accompanies the student by car, the car must be marked in accordance with the requirements of Annex 4 of the Rules.
