General Duties of Road Users

The behavior of road users is based on mutual respect and caution.
Road users must understand the Republic of Lithuania Law on Road Traffic Safety, know the Rules and comply with them.
Every road user has the right to use roads in compliance with the requirements, procedures and restrictions set out in the Republic of Lithuania Law on Road Traffic Safety and other laws, the Rules and other legal acts.
Road users must obey the lawful requirements of officials inspecting vehicles (hereinafter – inspecting official) and officials authorized by institutions responsible for road maintenance, traffic controllers (hereinafter – controller), comply with their instructions, follow the procedures of conduct established in the Rules when stopped by inspecting officials, as set out in the legal acts of the Republic of Lithuania.
Traffic on roads in the Republic of Lithuania may only be restricted by road signs, variable message road signs equivalent to road signs, road markings, traffic lights and controller signals. If the requirements of a road sign and road marking differ, the road sign must be followed. When variable message road signs are installed on the road, the variable message road signs must be followed. A controller's instructions take precedence over traffic light signals, road signs and road markings, as well as over the requirements of the Rules. Road users must follow the road signs that apply to them.
Road users must take all necessary precautions, not endanger the safety of other road users, other persons or their property or the environment, not create obstacles to their traffic, and must also take all necessary measures to avoid or reduce harmful consequences, except in cases where doing so would endanger their own or other people's life or health, or such measures would cause even more damage than could be avoided.
Road users may not arbitrarily move, cover, remove or install technical devices establishing traffic order, block the road, leave any items on the road or otherwise obstruct traffic, damage the road, traffic control devices, emergency communication lines or vegetation, block or otherwise obstruct access to a fire hydrant or other installed rescue equipment, throw any items or rubbish from a vehicle, pour oils anywhere other than specially designated places, or otherwise pollute the environment.
Road users who have created or noticed an obstacle on the road, or have caused or noticed a danger on it, must remove this obstacle or danger; if unable to do so, they must notify the police or the road owner according to the road classification set out in Article 4 of the Republic of Lithuania Law on Roads, mark the obstacle or dangerous place and warn other road users about the obstacle or danger by all possible means.
Road users must immediately give way to approaching emergency vehicles with switched-on blue and red (or only blue) beacons and special audio signals and to the vehicles accompanying them. 12.1. on a road with one lane in one direction, drivers of vehicles must stop on the right road shoulder; where there is none – at the right edge of the carriageway;
12.2. on a road with two or more lanes in one direction, drivers of vehicles traveling in the leftmost lane in the same direction must move as far left as possible, close to the corresponding edge of the carriageway intended for travel in that direction, and stop; drivers of vehicles in other lanes to the right of the leftmost lane traveling in the same direction must move as far right as possible, toward the right edge of the carriageway or the road shoulder, and stop;
12.3. on a road with a central reservation, the requirements set out in paragraphs 12.1 and 12.2 of the Rules must be fulfilled only by drivers of vehicles traveling in the same direction.
Road users must not obstruct drivers of vehicles with switched-on orange beacons from performing their duties.
