Electric scooter rules in Lithuania: what is allowed and what is not

Electric scooters and other electric micromobility devices are regulated by the Road Traffic Rules and the Road Traffic Safety Law. Here are the rules valid in 2026.

Where you may and may not ride

Use cycle paths and lanes where they exist; otherwise the shoulder or the right edge of the carriageway. Riding on motorways and expressways is prohibited. On pavements, ride only where allowed and at pedestrian speed, giving way to pedestrians. Speed on shared paths must not endanger others; in residential zones the general 20 km/h limit applies.

Alcohol and penalties

The 0.4‰ blood-alcohol limit applies to e-scooter riders; riding intoxicated brings fines and possible device confiscation for repeat offences. All these rules appear in the Regitra theory exam — see the full 2026 amendment overview.
